The scandal involves candidates writing the entrance test for a consideration, passing it and blocking the seats. These candidates later surrender the seats, which gets converted into management quota earning higher fees. After investigations revealed that 600 seats had been surrendered, CCB slapped notices on nine medical colleges, seeking details of surrendered seats. Preliminary investigation revealed that 73 seats had been surrendered and misappropriated in Ambedkar Medical College.
Following this, the college on August 28 lodged the complaint with police.

The FIR alleges that the accused then got the seats to ineligible candidates using fake rank cards to get admission approval from the Rajiv Gandhi University of Health Sciences. The accused misused the Rs 51.1 crore deposited by these candidates and deprived meritorious, deserving candidates of seats.
The complaint lodged by a college representative with police alleges that the irregularities pertained to 73 MBBS seats surrendered by candidates who had passed the ComedK entrance test from 2011-12 to 2013-14 and money deposited by ineligible students admitted against surrendered seats using fake documents.
